Claims stay inside the proof boundary

Fleet includes automated protocol-path and replay evidence. Physical host separation and observability captures remain explicit deployment evidence — not assumed product facts.

Durable sync and recovery, trust rotation, partition-denial replay, audit-equality verification, protocol negotiation, and OTLP export paths.
Deployment evidence remains local
Three physically separate machines, site-specific custody, and Grafana or Jaeger views must be captured and approved for each deployment.
Restart replay

Versioned observed-state checkpoints make restart replay proportional to the verified suffix; evidence deletion remains an explicit checkpoint-proven operator action. The daemon refuses startup unless the strict segmented tail equals its persisted cursor.

Requires the open-source Core

Fleet operates the Core's federation primitives — the multihub follower, claim forwarding, and the deny-by-default federation gate with mTLS + Ed25519 — at production grade. It does not replace the Core or redefine its wire and federation contracts. This release requires SYNAPSE CHANNEL Core v0.99.21.
